High visibility road signs have been installed on a toll road where two men died after going over a cliff edge.
Thomas Broomhall and Julian Bowen, both 19, were killed when their car skidded off the Kewstoke coast road near Weston-super-Mare last April.
The £50,000 package of safety measures includes special 'rumblewave' surfacing intended to slow down vehicles.
The mother of Thomas Broomhall is not satisfied with the improvements and wants a safety barrier.
North Somerset Council says barriers are not feasible.
The installation of 'rumblewave' surfacing at five locations on the approaches to particular bends along the road was due to take place from Monday 25 October, but has been delayed by three days.
It is expected to take up to 10 days to complete during which time the road will be closed and diversions signposted.
Councillor Alan Hockridge, of North Somerset Council said: "These safety measures are an important part of making the toll road safer for all those who travel along it."
Other accidents
Thomas Broomhall's mother Sylvia said: "I still can't understand why they can't put something over that gap where the boys went off.
"I don't see why they can't drill into the rocks there and put some logs across the gap, or low-growing shrubs."
There have been four other deaths in two similar accidents since 1975.
One motorist, Ann Pearson, 49, survived when her sports car came off the winding road last year and plunged on to rocks 50 feet below.
