Plans for seven 340ft (105m) high wind turbines, which campaigners have said would ruin the landscape, have been recommended for approval.
North Shropshire District Council has recommended that planning permission to build a wind farm near Norton-in-Hales should be given the go ahead.
Newcastle-under-Lyme Borough Council previously refused an application over access to the proposed site.
Nuon Renewables has said it was fairly certain it would appeal on that issue.
Final decision
It has said the turbines could produce energy to power 6,000 homes.
The plans for turbines have been recommended for approval by North Shropshire District Council, despite there being more than 2,000 letters of objection.
A final decision over the turbines would be made on 2 September.
Newcastle-under-Lyme Borough Council's planning committee had refused an application for vehicle access from the B5026 in Staffordshire.
Those opposed to the wind farm plans have also said the development would reduce house prices and harm wildlife.
In January, people from campaign group Vortex flew a large balloon to demonstrate the height of the proposed turbines.
