A parking enforcement company has said it did not hand out enough tickets in the past financial year after announcing a loss of £54,000.
ParkRight, which operates across most of Shropshire, revealed the shortfall in its annual report.
It said it issued about 9,000 fewer fines than the 38,000 it thought it would during the past year, but still made about £835,000 from fines.
The company also said it received 6,000 appeals, but only 656 were successful.
ParkRight, a partnership of local councils, took over parking enforcement from police in November 2006.
