Fresh plans have been put forward for a makeover of part of Nottingham.
Work was expected to start on the £900m Eastside project near Sneinton nearly three years ago but developers have been plagued by delays.
Now a detailed planning application has been drawn up for the Island site which houses the BBC and East Midlands Development Agency.
Offices will be built first of all but officials say it may be 15 years before the work is finished.
Mark Coles, chief executive of Nottingham Regeneration Ltd, a public-private partnership, said a lot had been going on behind the scenes.
"The developers are working hard to attract potential tenants for the development.
"Regeneration of the scale that we envisage does take time. We're not talking about a two or three-year process. There's no way of getting away from that."
The initial plans include a seven-storey office block and car parks on the site.
