Council bosses are clamping down on the amount of flyers given out in certain areas of Nottingham to try to cut down on litter.
Firms who want to distribute the adverts will need to apply for a licence as part of new proposals by the city council.
Anyone caught handing out leaflets without a permit will be issued with a £75 fine.
The council said regular spot checks would be carried out by officers.
Councillor Katrina Bull, of Nottingham City Council, said: "With the Christmas period fast approaching more free leaflets and other printed matter are being distributed and dropped which can blight public spaces."
The areas designated by the council where a permit is required are: Nottingham city centre, Southchurch Drive in Clifton, Radford Road, Bulwell town centre and the Forest Recreation Ground.
