Employees distributing flyers are being warned they face fines if their leaflets litter the streets.
Neighbourhood wardens in Nottingham are using new powers to issue £50 fixed penalty notice to workers if the flyers end up as litter.
Warden Darren Mitchell said not only the pedestrians who drop the litter are liable to fines.
During a recent 100-day clean up campaign in Nottingham, 60 fixed penalty notices were handed out.
"Shop owners do not realise they are liable for fines as well," Mr Mitchell said.
If the fines are not paid within 14 days, offenders face prosecution and a court fine of up to £1,000.
The wardens say they will target the distributors as well until the litter problem is solved.
