A decision on whether to give initial approval for plans to build 3,000 new homes in Northamptonshire is due.
Persimmon and Bloor homes want to build the properties south of Towcester. It would see the town's size double.
A review of the plan - which includes a southern bypass, employment development and community facilities - is due before South Northamptonshire Council.
But objections to the scheme on the basis of lack of open spaces and school places have already been raised.
Once the plans have gone before the council they could then be altered before they go before the West Northamptonshire Development Corporation for a final decision to be made.
John Townsend, of South Northamptonshire District Council, said: "This application is complex and of a large scale, and is very important for the long-term future and growth of Towcester.
"A number of objections to the scheme have already been raised by other consultees such as the Highways Agency and Towcester Town Council.
"This will need to be addressed by the applicants and the council may wish to reserve the right to make further comments on the proposals at a later date, before the applications are determined by West Northamptonshire Development Corporation."
