Backing given to plans for the upgrade of Silverstone's Formula One circuit by a local authority will be reviewed.
The circuit, labelled racing's worst by F1 boss Bernie Ecclestone, is to be improved to secure the British Grand Prix a place on the race calendar.
South Northamptonshire Council's cabinet endorsed the development plan.
The council economic and environmental review committee are reviewing the decision amid concerns residents' views were not taken into account.
Backing was given by the council earlier this month, after neighbouring Aylesbury Vale District Council also endorsed the Joint Silverstone Circuit Development Brief.
Independent consultants prepared the plans on behalf of both councils for the work to the circuit which includes a new pit and paddock complex and manufacturer test centre, business park, two hotels, a university campus and a new housing development nearby.
Silverstone's current contract to stage the British GP expires in 2009.
Ian McCord, of South Northamptonshire Council, said: "I welcome the chance to review this decision.
"These plans set the direction for the circuit for the next 20 years."
