A new transport strategy calls for improved road and rail links to Northants as the county faces plans for 100,000 new homes over 14 years.
A government regional strategy says the houses are needed to keep pace with population growth in the county.
The council's cabinet will discuss the new strategy on 10 September.

Improve rail service
The Transport Strategy for Growth says the M1 improvements are needed to provide a link between the A14 and the southbound M1.
As well as making the London rail line faster, the strategy wants to improve Northampton's rail service to Birmingham and North-West England.
It also want to improve rail access to London from Corby, Kettering and Wellingborough in Northamptonshire.
On bus transport, the strategy says with the level of growth proposed in the county, for buses to retain their existing share of journeys, an increase of 60% in passenger journeys would be required by 2021 (compared to 2001).
