Residents across York are being quizzed on their reasons for not using bicycles as the city council aims to cut congestion.
Survey forms are being issued to help officials find out where problems exist so they can concentrate on making bike access easier.
About 90,000 households are to be sent a questionnaire over the next two weeks as part of the Cycling City initiative.
The survey also offers the chance to comment on city budget proposals.
