Plans have been drawn up to ensure people using park and ride buses are not disrupted by a fuel protest.
Hauliers, farmers and other commercial fuel users have said they plan to stage a go-slow along the Norwich Southern Bypass on Monday morning.
Norfolk County Council said buses will run on diverted routes to the Postwick and Costessey sites near Norwich.
It is also anticipating congestion will affect services at the Harford and Thickthorn park and ride car parks.
The county council said all routes will revert to normal as soon as the fuel protest has ended.
