Up to 150,000 children's books are to be given away by Norfolk County Council over the next three years.
The county library service is expanding a Bookstart programme to provide every child under the age of four with reading material worth £60.
Taking part in the scheme will be 63 mobile and static libraries and the first step takes place next weekend.
Toddlers will take part in rhyme times and story sessions at Dereham Library while parents look at the book packs.
Each pack will contain two books, a list of recommended passages to read, and goodies like crayons and bookmarks.
The library service hopes the packs will promote a lifelong love of books.
A spokesman said: "Research shows that babies and toddlers who love books begin reading sooner and have a better chance at school."
