The elections in one Halton ward in Cheshire saw a dramatic twist when the winner was named by drawing lots after votes were tied after five recounts.
The Labour councillor Stefan Nelson beat his Liberal Democrat opponent and retained his seat after an officer picked an envelope containing his name.
But Mr Nelson said that the current voting system needed to be changed.
Overall the council remained under Labour control with the Conservatives and the Lib Dems each losing a seat.
