People in Birkenhead are criticising the decision to end free parking for visitors to the town centre.
Motorists previously displayed a disc in their window for two hours of free parking - but these are being replaced by a pay-and-display system.
It will now cost up to £7 to park in the town for the day.
Local businesses have been critical of the scheme, which has been introduced by Wirral Council to try to encourage more people to use public transport.
The changes to parking zones are being rolled out this week and will continue for about six weeks.

But people in the town are continuing to object to the changes.
One man told BBC Radio Merseyside: "It certainly seems quite steep - I think it's £7 for the day."
"I think it's disgusting and I only work here eight hours a day," said one woman.
"My daughter lives here and she's got absolutely nowhere to park."
'Ease congestion'
Motorists will be charged between 0800 BST and 1830 BST but there will be a week's grace period while people get used to the charges.
The council will be issuing warning notices rather than penalty charges for that period.
Councillors approved the proposals in October last year.
As well as encouraging people to use public transport, the local authority claims the new charges will reduce congestion and accidents.
The council also hopes the charges will free up more parking spaces and improve access for emergency vehicles and disabled drivers.
