A man has been charged by police in Manchester with two offences under the Terrorism Act.
Habib Ahmed, 26, of Elmfield Street, Cheetham Hill, was arrested on 23 August as part of an on-going anti-terrorism investigation.
He is charged with keeping electronic records relating to potential targets and undertaking weapons training.
Police said he will appear before City of Westminster Magistrates' Court in London on Thursday.
A 26-year-old woman arrested on Tuesday under the Terrorism Act remains in custody.
Greater Manchester Police said Mr Ahmed was charged with "collecting or making a record of information, namely electronic records relating to potential terrorist targets."
He is also charged with travelling to Pakistan to undertake weapons training "provided wholly or partly for purposes connected with the commission or preparation of acts of terrorism."
