The gunman fired at his intended victim on Sunday, hitting him in the buttocks, near the Ministry of Salsa club in Elephant and Castle, south London.
But the second bullet hit a 26-year-old man in the head, leaving him in a critical condition in hospital.
Two men, aged 25 and 19, are in custody at south London police stations.
