More waste in Lincolnshire could be burnt for energy instead of going into landfill if a new facility is built, officials have said.
The county council could face fines of £15m a year if waste continues to be dumped at the present rate.
A site for a new Energy from Waste facility has been identified in North Hykeham, to the south of Lincoln.
An application for a plant capable of handling up to 150,000 tonnes of waste will be submitted later this year.
'Clean and innovative'
Officials said it could meet the energy needs of several thousand homes and create new skilled jobs
The proposed site on Whisby Road just off the A46, next to an existing landfill site, and will be designed by Studio E Architects.
Councillor Lewis Strange, executive member for waste, said: "Images of dirty, ugly eyesores burning waste are out of date and misleading.
"We are confident and excited that the facility will look sophisticated, clean and innovative."
