Litter and other graffiti are being targeted in new areas of Leicester by wardens with the power to issue fines.
Nine more wardens will patrol 11 parts of the city, including Beaumont Leys, Belgrave, Eyres Monsell, Spinney Hills and Stoneygate.
People can be given an £80 on-the-spot fine for leaving litter, writing graffiti or not clearing dog mess.
The city council said wardens had been successful in the centre and were being rolled out into other areas.
Adrian Russell, the council's director of environmental services, insisted the £300,000 initiative was about making the city a better place, not generating revenue.
"We have not built that income into the budgets at all - and their jobs are more than just issuing fines.
"It's working in the local ward community, identifying where local environmental concerns are and targeting their actions to deal with whatever the problem is," he said.
The city council spends about £4m a year on street cleaning.
