Off-licences and supermarkets in Leicester will continue to face test purchases of alcohol to underage drinkers, police say.
During July and August undercover police officers visited 98 off-licences in Leicester, with a underage teenager posing as a customer.
Of the 98 visited, 19 failed the test. Three are having their licences reviewed as it was a second failure.
The rest were given £80 on-the-spot fines by police.
Pc Jon Webb said: "I hope this campaign demonstrates Leicestershire Constabulary's commitment to tackling underage drinking and incidents of anti-social behaviour which often result from it.
"Over the coming months we will continue to target those involved in the sale of alcohol in Leicester to ensure they are selling it responsibly and within the law."
