Older people from across Leicestershire are fighting plans to cut funding for services dedicated to them.
A rally is being held ahead of a full meeting of the county council where the budget is being finalised.
An increase in the cost of meals on wheels is being considered, along with cuts for concessionary travel and evening courses for the elderly.
Council leaders said they would listen to the concerns and blamed lack of government cash for the need for cuts.
'Depressing situation'
Officials pointed out that even if the rises are approved, charges would still be lower than in many neighbouring authorities.
Protest leaders said the increases could be a severe worry for older people on lower incomes.
Pauline Cutress, who organised the march, said: "When you are old and in your home on your own, to have to pay 50p more for meals on wheels and £1.10 more for carers, up to a ceiling of £100 a week, is a very difficult and depressing situation for some."
The council is proposing a 4.5% rise in council tax.
The meeting will be the first to be broadcast live over the internet.
