Controversial plans to revamp the centre of Lancaster as part of a multi-million pound regeneration scheme have been agreed by councillors.
Supporters of the £100m plans, which include a department store, shops and car parks, believe it will help the city compete as a shopping destination.
A decision on plans by developer Centros to build homes at the site has been deferred until 10 November.
Opponents to the plans claim the area's character will be destroyed.
Plans for the scheme went on display in the city in July after the original proposals from developers were revised following objections from the public.
People in Lancaster organised a carnival in protest against the plans in March.
The revised plans for the Canal Corridor North area, which lies partially within the city conservation area, feature more green space and houses, and the dimensions of proposed buildings and office blocks are smaller.
