People visiting Blackpool for stag and hen party weekends could be asked to sign a pledge committing themselves to behave while in the seaside resort.
Blackpool Council leader Peter Callow has suggested introducing a voluntary code of conduct for revellers.
He said he was acting in response to local people who had been offended by the rowdy behaviour of some visitors.
Those who cater for the stag and hen groups have said the code could stop visitors from coming to the town.
Michael Harvey, manager of the Royal Vincent hotel, says he already collects a £20 bond from each of his guests and thinks a code of conduct would be bad for Blackpool businesses.

"Our hotel relies exclusively on stags and hens, with no trade in the midweek.
"People would go elsewhere and we'd have no trade", he added.
Mr Callow said the council did not want to be "killjoys".
He added that he wanted people to enjoy themselves but "not to drop their trousers at two o'clock on a Friday lunchtime offending local residents and families with children".
