Trams could make a return to Preston after spending 70 years off the tracks if planners decide the scheme would benefit the city.
Councillors will debate the issue of whether to introduce trams to the city centre on Thursday.
Councillor Michael Lavalette, who is presenting a motion for the trams, said Preston needs a committment for a modern rapid transport system.
He said: "Preston needs this to cope with the increasing volume of traffic."
Mr Lavalette argues that without a Rapid Transport System in place it will always play second-fiddle to Manchester and Liverpool.
"Preston has its sights set on becoming the third major city in the North West. I'm looking for the council to make a committment to this system or something like it," he said.
