Construction of a new £25m art gallery in Margate is due to begin on Tuesday.
The Turner Contemporary will be built alongside a stone pier on the seafront, and will house works by JMW Turner as well as contemporary artists.
Opponents of the Kent gallery have said the building will spoil the views of the seafront made famous by the paintings of Turner himself.
But it was given the go-ahead and is expected to be completed by late 2007, creating around 100 new jobs.
Survey work to assess the area is due be carried out during the early stages.
