Herefordshire Council has submitted a multi-million pound transport proposal to the government.
It includes plans for a new access road into Hereford and the city's first park-and-ride scheme.
The council wants government backing for a new access road from Rotherwas Industrial Estate to the city.
Councillor Brian Wilcox told BBC Hereford and Worcester he thought the new road would encourage more businesses to come to the area.
