A plea to spend £266,000 to give a theatre a facelift have been rejected by Herefordshire Council.
Officials at Hereford's Courtyard Theatre want it repainted and to have new carpets.
But the council, which owns the building, has rejected the application for funding.
Managers at the theatre say they are now considering launching a public fundraising campaign to pay for improvements.
Chief executive Martyn Green admits officials will have to look at alternative ways of paying for the work in the wake of the council's decision.
Around 1.2m people have visited the theatre since it opened six years ago.
Officials say they are keen to maintain a fresh look for the building.
