Two more primary schools could close as a result of recommendations made by the Tewkesbury Schools Review Panel.
Six groups were set up in May to tackle the issue of falling pupil numbers across Gloucestershire - there are 2,500 fewer now than five years ago.
Toddington School, where 29 out of a possible 56 student places are filled, and Didbrook School, with 34 students and 22 empty desks, could be shut.
The issue will be discussed by the county council in February.
In Stonehouse, the town's Kings Stanley or Leonard Stanley primary schools could shut under options to be considered by Gloucestershire County Council.
The panel also reviewed five schools in Winchcombe and come to the conclusion that two of them, in the neighbouring villages of Toddington and Didbrook, should close.
Earlier this week Twigworth C of E school was also earmarked for closure by the council.
