Plans to sell an historic indoor market in Gloucester were approved by the city council on Thursday.
The council said Eastgate Market is no longer profitable, but conceded that a new location must be found before a sale is agreed.
The proposal will now go to the full council on 19 September, when it can be rejected by councillors.
A 10,000-name petition opposing the closure has previously been handed to councillors.
Traders said the market was part of the city's heritage and have called for investment rather than closure.
