Three police officers who mocked a young man with learning difficulties have been forced to stand down.
In a statement Essex Police said the incident in November 2004 involved the young adult who was dressed up as a community support officer.
A sergeant and two constables from Brentwood police station appeared before a misconduct hearing earlier this week.
They admitted breaking conduct rules and have been told to resign.
The statement said, after the incident at Brentwood, the two constables were suspended and the sergeant's duties restricted.
Assistant Chief Constable Andy Bliss said the matter was "one of deep regret".
"We cannot excuse or overlook behaviour like this," he said. "It was unacceptable and not a reflection of professional standards nor of what Essex Police stands for.
"Essex won't tolerate behaviour like this and has dealt with it firmly and clearly."
