Rural libraries earmarked for closure by council bosses tackling a £500,000 funding shortfall are to stay open.
But opening times at the 13 libraries across Dorset will be reduced along with spending on books.
Members of the county council's cabinet met on Wednesday to discuss ways of better running its 34 libraries.
They agreed to give local communities the chance to manage the book-lending facilities. The plans now need to be formally approved by the full council.
A total library budget shortfall of £850,000 led to the council's proposal last year to shut 13 rural libraries but, after consulting local communities, it ruled out any closures.
The council was able to make savings of £306,000, but still has to find more than £500,000.
