A scheme to protect the coastal railway line between Dawlish and Teignmouth has been condemned as an "eyesore".
Residents are upset that the distinctive red cliffs in the area have been covered by black netting.
Network Rail said the work was necessary to protect the line - the main rail link between Devon and the rest of the country - from rock falls.
There had been 24 landslips along the line in the last 18 months.
But one resident, Tony Brown, said: "Many people feel upset because they weren't told about what was happening."
