A multi-million pound shopping development for Penrith in Cumbria has been agreed.
The plans involve a new Tesco superstore, as well as more than 20 new shops, parking and a new sports ground.
The plans were so large that government approval was needed before they could even begin the formal planning process.
Developers behind the £30m proposals hope they will breathe new life into the town.
The plan is a partnership between Eden District Council, which owns the largest clutch of land, and development firm Lowther Manelli.
Livelier place
The project would increase the size of Penrith's shopping centre by about 30%.
Also included in the development plans are 130 new above-shop flats and a new football stadium.
A spokesman for Lowther Manelli said the project would "breathe new life into Penrith" and make the town a livelier place.
A spokesman for Eden District Council said the plans would enhance the southern area of the town, which has been in need of redevelopment for some time.
And he offered reassurances to small traders that the development would not "drive them to the wall."
Most of the new accommodation will be targeted towards first-time buyers.
