A public consultation process will take place over the replacement for Nuneaton's stolen war memorial.
The bronze statue of a soldier went missing from Riversley Park just days after remembrance services last year.
A group set up to co-ordinate fundraising for a replacement said the council's cabinet should make the decision over the artist and design.
The group includes council representatives and members of local ex-services organisations.
The council has had an initial offer from a sculptor to replace the statue.
It said a public consultation exercise will take place to make sure people's wishes are followed.
Supermarket collections and a charity market stall have been organised to raise money during January and February.
The 5ft (1.5m) statue had been at the site for more than 100 years.
