The £3m centre will be built at Truro College, if Carrick District Council gives planning approval.
The ECB's is investing £30m across England and Wales as part of its five-year strategy.
Sean Hooper, director of the cricket academy at Truro College, said he was delighted as cricketers currently have to share training facilities with other sports.
