Council tax bills in Cornwall are set to rise by at least 5%.
County council executives backed a 5% rise in its part of the council tax, an increase of £43.99 on an average Band D property to £923.75 a year.
The county council, which has earmarked spending cuts of 3%, said it is facing a £9m shortfall because the government settlement for next year is not enough.
The Office of the Deputy Prime Minister said the 3% increase awarded to Cornwall is above inflation.
The final increase will be agreed on 14 February.
