A family of four, including 10-month-old twin boys, are living in a minibus in a car park.
The homeless family has been living in bed and breakfast accommodation, but Restormel Borough Council is no longer paying the charges.
David and Valerie Pomery said they intend to stay in the council car park until something is done for them.
The council said the family has made itself intentionally homeless and not provided relevant information.
Mr and Mrs Pomery's vehicle is a seven-seater minibus. It has no running water, toilet or kitchen facilities.
The couple remortgaged their home when their taxi business got into difficulties.
When they defaulted on the mortgage repayment, their home was repossessed and they were put into a guest house by Restormel Borough Council.
Mrs Pomery said a solicitor's letter she received on Friday morning said her twins could be taken away.
"As far as I'm concerned they're not going to and I'll fight tooth and nail to keep them with me", she said.
Restormel Borough Council said it put the family up in a guest house for 28 days and then an extra week.
It believes the family made itself intentionally homeless and has repeatedly failed to provide any evidence to the contrary.
Councillor Roy Taylor has defended the council's action.
He said: "It's not the heartless local authority, chucking people in the streets. It's in the family's remit to provide the information that's required.
"If they fail to do so, there is only one inevitable conclusion and that is they will be considered intentionally homeless."
