The names and addresses of all of Cornwall's 74,000 children are being put on a database.
The aim of the database is to make sure organisations can access information on any vulnerable or "at risk child".
It follows the introduction of the Children's Act 2004, which came about as a result of eight-year-old Victoria Climbie's death in February 2000.
The new legislation is intended to ensure agencies and organisations work closely together.
A major event is being held on Truro's Lemon Quay on Friday to give parents a chance to comment on the changes.
