Emptying wheelie bins is proving difficult for collection teams across Cambridge because the contents are freezing to the bottom.
Low temperatures are causing food and garden waste to freeze together, the city council said.
When the bin is lifted onto the lorry collecting the rubbish, the contents will not come out.
The council has urged people to put cardboard at the bottom of the bin to stop contents freezing to it.
Vicky Kelso, from the council's recycling team, said: "Wrapping food waste in paper before putting in your bin and trying not to squash everything down too much can also help."
