Some councils are using hidden cameras to catch offenders

Plastic debris from building projects is being dumped on bridleways and fields in south Cambridgeshire.
South Cambridgeshire District Council has now appealed directly to residents to report incidents to their officers.
Items include gutters, fascia boards and windowsills and they are being dumped on bridleways and footpaths.
Horningsea and Bourn are being targeted and the council's enforcement officers believe one company is responsible in both cases, a spokesman said.

Plastic debris has been left on a bridleway used by dog walkers and on farm fields in Horningsea.
A bridleway just off the old A428 at Bourn, near to two water storage towers, has also been targeted with plastic, builders' waste and garden rubbish dumped there.
Chris Bradley, council enforcement officer, said: "These areas have been completely blighted by this pointless fly tipping.
"We are spending a large amount of taxpayers' money clearing up these sites and we need the public's help to prevent further tipping.
"If you have recently had work carried out on your home where you've had window frames or guttering replaced please contact us to help find those involved."
