More than a dozen people were being questioned on Wednesday after drug raids involving 300 police officers.
Police executed more than 30 search warrants in and around Wisbech, Cambridgeshire, near the Norfolk border, as part of Operation Morpheus.
A police spokesman said the raids followed a lengthy investigation into
suspected drug dealing in the area.
He said quantities of Class A and Class C drugs were seized, plus property
including cars and a boat.
The operation was continuing and more arrests were likely, he added.
One of 15 people arrested had been released on police bail pending further inquiries.
Fourteen others remain in custody.
Police used specialist snatch squads, dog units, armed officers and a helicopter in the raids.
More than 70 officers took part in the year-long investigation into suspected drug dealing in the Fenland community.
