Parents will have the chance to suggest changes to maternity and newborn services provided in Bristol, South Gloucestershire and North Somerset.
Part of the consultation will review the introduction of birthing centres staffed by midwives only.
Bristol Primary Care Trust chief executive Deborah Evans said the review is to improve the experience of having a baby.
People can comment about the suggested changes from 30 June until 17 October.
