Bristol's Ashton Court Festival has been given a licence for the event, subject to more than 30 conditions relating to its running.
Organisers have been told they need to put up a perimeter fence at least 11 ft high (3.6m) around the site.
Councillors have also insisted on a police-approved traffic management plan and curbs on opening hours and noise.
Festival bosses said they were pleased to get the licence and would now get on with planning the music and activities.
Last week a licensing meeting failed to decide whether or not the festival should go ahead and the meeting was adjourned until 2 July.
Residents' concerns
A North Somerset Council spokesman said: "There are more than 30 conditions imposed as a condition of the licence."
He added: "Once all the conditions have been agreed by the council's legal team we will be writing to all concerned parties."
Festival organiser Steve Hunt said: "We were confident that we would get the licence, but today [Monday] has now sealed this.
"We are very pleased but must now get on with planning all the music and activities for the festival weekend," he said.
The festival takes place on 14 and 15 July.
