Traders' groups in Bristol have been sent details of a new "firm but fair" draft policy on advertising boards left on pavements.
Bristol City Council says there has been a noticeable increase in the number of signs left on footpaths.
It claims some signs are a long way from the actual business premises and some are chained to street furniture.
It added that the signs cause clutter, pose a danger to visually-impaired people and can damage council property.
The council has powers to control advertising boards but has used them sparingly to date.
In response to the recent increase in numbers and problems the signs have caused, the council has drawn up a new enforcement policy for consultation with traders.
Residents and traders have been told they have until 31 May to raise any concerns with the council.
