More than 400 new nursery places have been created in Bristol in deprived areas such as Easton and Hartcliffe.
The New Opportunities Fund contributed £1m, while the Department for Skills and Education added £2.5m.
The project will see two new nurseries built in Brentry Primary School and on recreation land in Hillfields, with several others refurbished.
Councillor Peter Abraham said: "The council is committed to helping parents access work and training."
Councillor Claire Cook, who chairs the Bristol Early Years and Childcare Partnership added: "These places will make a real difference to the lives of parents across the city."
