Cyclists face on-the-spot fines if they continue to ride through pedestrian areas of Dunstable, in Bedfordshire.
Police said pensioners and young children in particular were being put at risk by some cyclists.
The clampdown is taking place in The Quadrant and Eleanor's Cross areas of the town.
Anyone aged over 16 caught flouting the law faces a £30 fine while younger cyclists could receive a warning and an "acceptable behaviour contract".
