Michael Akinwunmi drowned in the Blue Lagoon at Arlesey on Sunday. He had been living in temporary accommodation in Letchworth.
His family are abroad and an inquest will opened on their return.
During the search thieves broke into an emergency vehicle and stole a radio, mobile phone, digital camera and pain relief nitrous oxide (laughing gas).
An 18-year-old man died at the lagoon in June 2005 after he jumped into the water from a boat.
And in July 2001, three children drowned when they were trapped in the back of a car which plunged into the water.
