Special needs system 'causes suffering'

Children with special educational needs and their families should receive greater support, according to an independent inquiry.

The report says the system in England needs to be more transparent, because parents find it difficult to understand how it works. A national helpline is to be set up to offer advice to parents.

Not all parents believe this will be enough.

Michelle Chambers has three children, all of them have special needs.

She has been to 14 tribunals contesting local authority decisions about her children.
