Business leaders at the CBI say students in the future should pay "far" more for their education - to safeguard universities.
They suggest charging higher tuition fees, higher interest rates for loans and less help with living costs.
Fees are currently paid by students in England, Wales and Northern Ireland, but not Scotland.
The National Union of Students has called the recommendations "offensive".
