The Business Secretary Lord Mandelson has told a group of university Vice Chancellors that universities must protect access for poorer applicants if they are to be allowed to raise tuition fees.
In a speech to the Russell Group of 20 leading universities, Lord Mandelson said graduates and universities face a tough challenge over the coming years.
