Tuition fees: The minister

In 2004 Education Secretary Charles Clarke introduced one of Labour's most controversial policies - a reform of student fees that brought in a higher rate of fees, but repayable after graduation, and with support measures for students from poorer families.

Five years on, Mr Clarke gives his thoughts on whether the policy worked.
